rtl120.bpl is a CodeGear runtime library. An application is trying to launch at start up and can't find this. You may have installed a program and then tried removing it but some parts got left behind.
In Windows, click on START, RUN, then type in MSCONFIG and press the ENTER button. In the System Configuration Utility window, click on STARTUP tab. Any items with a ticked box are set to run at startup. Untick any programs you do not want to have running - almost every item is optional, although there may be entries for your anti-virus or firewall and sound or display control panels.
When you have finished, click on OK, re-boot the PC and see if the error message returns
